In 1999, the State of Wisconsin adopted a comprehensive planning and "smart growth" law. This law requires municipalities, counties and regional planning commissions to create and adopt a comprehensive plan. These comprehensive plans are merely a guide to physical, social and economic development of a local government. Defined by the state, comprehensive plans are required to address 9 elements: issues and opportunities; housing; transportation; utilities and community facilities; agricultural, natural and cultural resources; economic development; intergovernmental cooperation; land use; and implementation. Under the same law, municipalities, counties and regional planning commissions are required to review and update their plan every 10 years.

The Village of Weston adopted the comprehensive plan on April 3, 2006 in cooperation with Marathon County. It presents a vision of the Village of Weston, provides a strategy for realizing the vision, and sets policies for the growth and development of the village. The plan guides decisions on planning and development issues as they arise and it evolves as amendments to the plan are made.
